Ensuring Community-Wide Growth through Operational Efficiency

Stephen Ramos oversees municipal operations and works with city leadership to support infrastructure improvements, operational efficiency, and long-term community growth. A Woodville native, he focuses on strengthening services and positioning the city for future opportunities.

Experience that Informs Leadership

My professional background spans over 25 years in construction and project management where success depends on strategic planning, communication and accountability. Working closely with municipalities, utility providers, and regulatory agencies deepened my appreciation for how local governments impact everyday life.

When I entered municipal leadership, I brought decades of experience managing complex projects, infrastructure initiatives, and fiscal management. The same principles translate directly into effective city administration.

I draw on that experience to improve our systems, maximize resources, and create lasting value for residents at the City of Woodville. My focus is not change for the sake of it but building on the existing strong foundation and improving how we serve our community.

Growth from Strong Foundations

While small cities face unique challenges as larger municipalities, they also have distinct advantages. Their close relationships with residents and ability to act quickly allow them to make decisions that directly affect the quality of life.

My approach is centered on strengthening core services through reliable infrastructure, sound financial management and responsive customer service that support long-term growth.

I focus on positioning the city to pursue funding opportunities that might otherwise be unavailable. Although not often visible, these investments establish the framework necessary to support future growth.

The most successful communities are those that respect their history while remaining open to improvement.

I believe growth should never outpace a city’s ability to serve its residents. I ensure Woodville grows strategically while preserving the qualities that make our community special.

Positioning the City for Long-Term Growth

One of our most significant initiatives and one of the largest funding opportunities in our city’s history is to position the City of Woodville to pursue approximately $5 million in Texas General Land Office grant funding for infrastructure improvements.

The effort reflects the collaboration of city staff, elected officials and community partners. It reinforces our priorities of maintaining infrastructure, preparing for growth, protecting taxpayer resources, and investing in projects that improve the quality of life for future generations.

Over the next five years, our focus is on modernizing utility systems with citywide water meter replacements and gas meter improvements to improve billing accuracy, boost asset management, and ensure better operational data for decision-making.

Beyond infrastructure, we are also strengthening our relationships with regional partners, pursuing additional grant funding, encouraging investments, and leveraging technology to improve organization-wide efficiency.

Giving Back to the Community

Growing up in Woodville gave me a deep appreciation for the community and the people who helped shape my life. Serving my hometown as City Administrator is both an honor and a responsibility that I take seriously.

I hope that future generations will have the same opportunities and positive experiences that I enjoyed growing up in Woodville. I approach this role with humility, gratitude and a commitment to building on the strong foundation already in place so we can leave our community stronger for those who come after us.

Lessons in Leadership

As my municipal leadership journey is still relatively new, I view every challenge as an opportunity to learn and improve. One lesson I recognized early is the importance of clear and effective communication because each builds trust among residents, employees, businesses, and elected officials.

My late father often told me to remember who I am and who I represent. Those words continue to shape my approach to leadership. While infrastructure, budgets, and projects are important, local government is ultimately about people and trust.

Leadership is not about having all the answers but about bringing people together and making decisions that create lasting benefits for the community
